The World Trade Organisation (WTO)'s Agreement on the Application of Sanitary and Phytosanitary Measures, which entered into force with the establishment of the WTO on January 1, 1995, is intended to prevent SPS measures from restricting or distorting international trade.

Second Reading
-
Following receipt of the European Council's common position, the EP will take a second reading and vote in plenary on the contents of the position. This can be a particularly interesting stage in proceedings if the Council has chosen to reject major amendments the EP passed at first reading.
If as a result of second reading the EP proposes amendments to the common position, the Council will hold its own second reading. Following this, the next stage in seeking agreement will be conciliation.
