FDF's welcomes the opportunity to comment on the questions in the discussion
document, though some fall outside the scope of our sectoral representational
role. We
would also reiterate the need for joined up policy responses across the UK as a
whole, not
least in respect of greenhouse gas emissions, water and other transboundary
environmental issues, including some aspects of biodiversity such as bird
populations.
Actions in these areas also need to be coordinated at EU and international
level, not only
to enhance their effectiveness, but also to prevent the kinds of distortion of
competition
and trade flows which can arise with differential regulatory or incentive
regimes.
We would ask that all the comments below are seen in the light of these
introductory
remarks.
