FDF response to BERR Consultation on Regulatory Budgets

FDF has responded to the Department for Business, Enterprise and Regulatory
Reform's (BERR) consultation document on introducing a system of regulatory
budgets.
The consultation was published in August 2008 and outlines UK Government plans
to introduce a system of regulatory budgets for departments that would set out
the cost of new regulation that could be introduced in a given period. In
advance
of a shadow rollout to all departments and relevant regulators for one year
starting in April 2009, BERR has asked detailed questions seeking stakeholders'
views.
FDF has welcomed plans for regulatory budgets and encourages BERR to extend the
proposed system to include all regulatory authorities and costs of so-called
'voluntary' measures that can impose burdens on business. Rigorous budget
setting
is required which fully takes into account the costs incurred in achieving
simplification savings, both to ensure the credibility of the system and to
avoid any
incentive to inflate savings identified through simplifications.
