We believe it is necessary to look at the cumulative costs of climate change and
energy policies to avoid the risks of carbon leakage and of UK manufacturers
becoming uncompetitive in global markets. This implies working closely with our
partners in the EU and beyond, particularly where derogations or other forms of
compensation are envisaged in order to prevent such distortions.
We stand ready to work with the coalition government in taking these critically
important issues forward.
