Government's Review of Waste Policies

FDF supports the Coalition Government's ambition “to work towards a zero waste
economy” in England on the understanding that this is taken to mean zero waste
to
landfill or as close to this as possible.
However the Government needs to
follow
its own guidance on Green Claims[1] including by defining what it means by
'zero
waste', how it is to be achieved and over what timescale. It is worth noting
that FDF has set its own target on behalf of its members to aspire to send zero
food and packaging waste to landfill from 2015 as part of its Five-fold
Environmental Ambition.
There are of course many things a Government will need to do to achieve a zero
waste economy. Chief amongst these from FDF's perspective are:

Deliver better public communication on the need for all types of waste
management treatments and the continuing need for landfill in the foreseeable
future to
help local authorities in their future planning and counter the misinformation
that comes from local protest groups opposing a development.
- Provide leadership to local authorities to act in a more consistent way towards
collection of household packaging waste and thereby removing one of the current
obstacles to achieving higher recycling rates, maintaining the quality of
recyclate and developing new end markets
- Introduce a landfill ban for certain biodegradable wastes namely paper/card,
wood and textiles along with metals
- Incentivise the growth of anaerobic digestion capacity in England
- Ensure WRAP receives sufficient funding to enable it to continue offering
support and guidance to industry, local authorities and consumers on waste
reduction
and resource efficiency activities.
