Stage Two consultation on the transposition of the revised Waste Framework
Directive (Directive 2008/98/EC) in England and Wales
Key points:
- The proposals around giving legal effect to the waste hierarchy as a priority
order need to make clear that that other considerations such as technical
feasibility, economic viability and wider environmental protection issues can
also be
taken into account
- The proposals to oblige local authorities to introduce separate collection of
paper, metal, plastic and glass in household waste by 2015 should define
'separate
collection' more robustly for England in line with WAG's position and the views
of WRAP
- The very short time available to read and understand the Regulations before
they are due to come into effect ie 12 December 2010 should be reflected in a
pragmatic and light touch approach to enforcement to give time for business to
make
the necessary adjustments to procedures.
