Healthy food sales reporting requirements for food and drink businesses
In the 10-Year Health Plan for England, government set out its intention to introduce mandatory healthy food sales reporting by the end of this Parliament.
This would require all large food and drink companies across the sector – including manufacturers, retailers, and hospitality – to report on the healthiness of their sales. This is expected to include a requirement to report on the average health score of a company's portfolio, defined by the Nutrient Profiling Model (NPM).
Food and drink manufacturers’ position
Food and drink manufacturers support the introduction of mandatory healthy food sales reporting across the food sector. We believe this reporting – an ambitious world first – will be an important next step in measuring progress towards a healthier food system. It would provide consistent data and evidence to inform future policymaking, as well as an incentive to encourage continued investment in healthier food and drink across industry.
FDF is urging government to work in partnership with industry to introduce reporting within this parliament to support the progress the industry has already made to support healthier diets.
Leading the way
In September 2026, a group of 5 food and drink manufacturers committed to publishing their healthy food sales data from 2027, ahead of any mandatory requirements. Reporting by these companies will be based on the current NPM score – the model which underpins the High in Fat, Salt and Sugar (HFSS) regulations.
The group will support government in driving this policy forward, sharing their real-world expertise, helping to design a system that is robust, consistent and workable at scale.
